Due to its importance, issue 2 was focused exclusively upon an UMR infrastructure program called the Navigation and Ecosystem Sustainability Program or NESP, being considered in the 2007 Water Resources Development Act (WRDA) . All of the articles discuss an aspect of this expensive, far-reaching and long-term program.

  • More Corn, More Problems for the UMR? : Discusses the potential impacts to the Upper Mississippi River from increased corn production with the current ethanol boom.
  • Upper Mississippi River Education: Reports on an UMR Educational Program being developed by PRN and three other organizations located in Madison County, IL.
  • Ecological Economics: Proposes that conservationists and environmentalists might look into the discipline of Ecological Economics as an alternative to main stream economic theory when dealing with natural resource issues.
  • River Wanderings: A venue for talking about interesting places we have found along or near the river that people may want to visit or re-visit. In this issue, Fort de Chartres State Historic Site and Cahokia Mounds State Historic Site.
