The Mahomet Aquifer is the lifeblood of Central Illinois, supplying clean drinking water to over 850,000 people, 100 communities, and countless farms and businesses. As a sole-source aquifer designated by the EPA, it is an irreplaceable natural resource.
However, the aquifer faces a critical threat: pollution from carbon sequestration projects. Federal incentives like the 45Q tax credits, which offers polluters $85 per ton for carbon storage, have spurred a surge in carbon sequestration proposals – with three being proposed through the Aquifer and its recharge areas. While new regulations passed earlier this year introduced key safeguards, it left critical gaps that place the Mahomet Aquifer at risk.
Recent incidents underline the urgency of action:
- ADM’s Decatur project leaked twice in 2024, demonstrating the potential for CO2 migration to threaten drinking water supplies.
- The 2016 Peoples Gas methane leak near Fisher revealed the immense difficulty of cleaning up such spills; years later, some residents still rely on bottled water.
We deeply understand the urgency of reducing carbon pollution and are proud to be recognized as state and national leaders in advancing a clean energy transition. Our commitment lies in building a sustainable, low-carbon future that also safeguards our communities.
We believe it’s essential to take a precautionary approach when it comes to protecting drinking water. Carbon sequestration projects, when implemented, have a troubling track record of leaks that violate the Safe Drinking Water Act, posing unacceptable risks to our drinking water. For a sole-source aquifer, where there is no alternative drinking water, the risk tolerance must be zero.
Now is the time for action. Representative Carol Ammons has introduced HB5874 in the House, and Senator Paul Faraci has introduced SB3968 in the Senate. These bills would provide essential protections by banning carbon sequestration projects through and under the Mahomet Aquifer, safeguarding clean drinking water for Central Illinois communities.
